Authority
State Fire and Emergency Services Department / Chief Fire Officer (Directorate of Fire Services)
Validity
Typically 1 to 3 years depending on state and occupancy type; annual renewal for high-rise and institutional buildings in several states

The Fire NOC, issued by the State Fire and Emergency Services Department, certifies that your building or factory meets the fire prevention and life safety norms of the National Building Code and the state Fire Act. A provisional NOC is needed at the building-plan stage and a final NOC before occupation or operation. We coordinate the fire-fighting layout, documentation and inspection so your project, factory licence and insurance are not held up.

Legal basis: State Fire Prevention and Life Safety Measures Acts (e.g. Maharashtra Fire Prevention and Life Safety Measures Act, 2006; Delhi Fire Service Act, 2007); National Building Code of India 2016, Part 4 (Fire and Life Safety); Model Bill on Maintenance of Fire and Emergency Services, 2019

How we get it done

  1. 1

    Occupancy and norm assessment

    Day 1–5

We classify your building or plant under NBC Part 4, list the applicable fire protection requirements and check the current drawings against them.

  2. 2

    Drawing and documentation review

    Day 6–15

Working with your architect and fire-fighting contractor we finalise the protection drawings, test certificates and completion documents in the department's format.

  3. 3

    Application filing

    Day 16–18

The provisional or final NOC application is filed on the state single-window or fire department portal with the prescribed scrutiny fee.

  4. 4

    Inspection coordination

    Day 19–35

We schedule and attend the fire officer's inspection, demonstrate system operation and address observations with the contractor.

  5. 5

    Certificate and renewal calendar

    Day 35–45

On issue we set up the annual fire-safety audit and renewal reminders so the NOC never lapses.

If you don’t comply

Occupying or operating a notified building without a valid Fire NOC can result in sealing of the premises, disconnection of utilities, refusal of the occupancy certificate and prosecution under the state Fire Prevention and Life Safety Measures Act, which in several states provides for fines and imprisonment of the owner or occupier. A lapsed NOC also gives insurers grounds to repudiate fire claims.

Frequently asked questions

What is the difference between a provisional and a final Fire NOC?

The provisional NOC approves your fire-safety design at the building-plan stage and is required before construction. The final NOC is issued after the systems are installed, tested and inspected, and is a pre-condition for the occupancy certificate and most operating licences.

Is a Fire NOC required for a small factory or shed?

Thresholds vary by state — typically based on height, built-up area, occupancy type and the hazard class of materials handled. Even where the NOC is not mandatory, Factories Act inspectors and insurers often insist on one, so it is worth confirming your position early.

Why does this service sit under Pollution Control at MYDA Group?

Because clients almost always need the Fire NOC alongside their CTE / CTO and factory licence, and the same site drawings and hazardous material inventory feed both. Handling them together avoids contradictory declarations to two departments.

How often does a Fire NOC need renewal?

Most states require renewal every one to three years, and many mandate a periodic fire-safety audit by a licensed agency (for instance the Form B certificate in Maharashtra every six months). We build these dates into your compliance calendar.
