India's vehicle scrapping policy lets only a Registered Vehicle Scrapping Facility (RVSF, commonly called an Authorized Vehicle Scrapping Facility or AVSF) scrap end-of-life vehicles and issue the Certificate of Deposit that owners need for tax concessions and new registrations. Registration sits with the state Transport Department, but it depends on pollution control consents, hazardous waste authorisation and a facility built to CPCB's end-of-life vehicle guidelines. We run the environmental approvals and the AVSF application as one project.

Legal basis: Motor Vehicles (Registration and Functions of Vehicle Scrapping Facility) Rules, 2021 under the Motor Vehicles Act, 1988; CPCB Guidelines for Environmentally Sound Facilities for Handling, Processing and Recycling of End-of-Life Vehicles; Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016

How we get it done

  1. 1

    Feasibility and site assessment

    Day 1–10

We confirm zoning, land, capacity and the capital plan against the 2021 Rules and CPCB guidelines, and map every approval your facility needs before the first vehicle arrives.

  2. 2

    Environmental approvals

    Day 11–60

Consent to Establish and hazardous waste authorisation are filed with the SPCB in parallel with facility design, so construction and registration do not wait on each other.

  3. 3

    Facility readiness

    Day 30–90

Depollution, dismantling, storage, weighbridge, CCTV and IT systems are set up and documented to the standard the Registration Authority inspects against.

  4. 4

AVSF application on the VScrap portal

    Day 61–100

The registration application is filed online with documents, fee and bank guarantee; we track the Registration Authority's scrutiny and inspection and respond to every query.

  5. 5

    Registration and go-live

    Day 101–120

On grant we set up VAHAN integration for Certificate of Deposit issuance, the Consent to Operate, record formats and the returns calendar, and hand your team the compliance playbook.

If you don’t comply

Scrapping vehicles outside a registered facility leaves owners without a valid Certificate of Deposit and exposes the operator to action under the Motor Vehicles Act and the 2021 Rules, including refusal, suspension or cancellation of registration and forfeiture of the bank guarantee. Handling used oil, batteries, refrigerants and other hazardous fractions without SPCB authorisation separately attracts closure directions, Environmental Compensation and penalties of ₹1 lakh up to ₹15 lakh under the Environment (Protection) Act, 1986 as amended.

Frequently asked questions

What is the difference between AVSF and RVSF?

They are the same thing. The 2021 Rules call it a Registered Vehicle Scrapping Facility (RVSF); the market and many state portals say Authorized Vehicle Scrapping Facility (AVSF). Either way it is the only type of facility legally allowed to scrap vehicles and issue a Certificate of Deposit.

Which authority grants the registration?

The State Government notifies a Registration Authority, usually the Transport Commissioner or Transport Department, which processes applications filed on MoRTH's VScrap portal. The SPCB is a separate authority for your Consent to Establish, Consent to Operate and hazardous waste authorisation, and the Registration Authority expects those to be in place.

How long is the registration valid and how is it renewed?

Registration is granted for 10 years and can be renewed on application before expiry, subject to compliance history, inspection and continuing validity of your SPCB consents. We put the renewal date and the annual compliance checks in your calendar from day one.

What does the facility physically need?

At minimum a covered depollution bay to drain fluids and remove batteries, airbags and refrigerants, a dismantling area, segregated storage for hazardous and recyclable fractions, a baler or shear, a weighbridge, CCTV and an IT system that connects to VAHAN. The exact specification follows the 2021 Rules and CPCB's end-of-life vehicle guidelines, which we turn into a buildable checklist.

Can an existing hazardous waste recycler add vehicle scrapping?

Yes, and it is often the fastest route. Your existing CTO and hazardous waste authorisation are amended to cover end-of-life vehicles and their fractions, after which the AVSF application draws on infrastructure you already have.
