Waste Management Authorizations

Generating, storing, transporting, recycling or disposing of regulated waste needs a specific authorization from the SPCB or CPCB. We handle the complete application, site readiness and inspection support for generators and recyclers alike.

Hazardous Waste Authorization

Any occupier who generates, stores, transports, uses or disposes of hazardous waste listed in the Hazardous and Other Wastes Rules needs an authorisation from the State Pollution Control Board in Form 2, valid for five years. We prepare the Form 1 application, set up your storage area, manifests and Form 3 register, and file the Form 4 annual return every 30 June.

Starting price
From ₹35,000
Turnaround
30–120 working days

Authorized Vehicle Scrapping Facility (AVSF) Registration

India's vehicle scrapping policy lets only a Registered Vehicle Scrapping Facility (RVSF, commonly called an Authorized Vehicle Scrapping Facility or AVSF) scrap end-of-life vehicles and issue the Certificate of Deposit that owners need for tax concessions and new registrations. Registration sits with the state Transport Department, but it depends on pollution control consents, hazardous waste authorisation and a facility built to CPCB's end-of-life vehicle guidelines. We run the environmental approvals and the AVSF application as one project.

Starting price
From ₹3,00,000
Turnaround
60–120 working days

Bio-Medical Waste Authorization

Every healthcare facility that generates bio-medical waste — from a multi-speciality hospital to a single-doctor clinic, dental practice, pathology lab or veterinary hospital — must obtain authorisation from the SPCB in Form III, segregate waste into colour-coded categories and submit a Form IV annual report by 30 June. We handle the application, the CBWTF agreement and the systems that keep you compliant.

Starting price
From ₹18,000
Turnaround
15–60 working days

E-Waste Recycler / Refurbisher Registration

Under the E-Waste (Management) Rules, 2022, recyclers and refurbishers must register on the CPCB EPR portal after SPCB verification of their Consent to Operate, process and capacity. Registered recyclers generate the EPR certificates producers must buy, which makes compliant registration a revenue question as much as a legal one. We take you from site readiness to certificate generation.

Starting price
From ₹40,000
Turnaround
30–90 working days

Battery Recycler / Refurbisher Registration

Recyclers and refurbishers of waste batteries — lead-acid, lithium-ion and other chemistries — must register on the CPCB battery EPR portal after SPCB verification and meet minimum material-recovery efficiency targets. Registered recyclers generate the EPR certificates every battery producer needs. We prepare your facility, documentation and registration so your recovered tonnage becomes saleable certificates.

Starting price
From ₹40,000
Turnaround
30–90 working days

TSDF Authorization (Treatment, Storage & Disposal Facility)

A Treatment, Storage and Disposal Facility for hazardous waste — whether a common facility serving an industrial region or a captive landfill or incinerator for a large generator — is among the most heavily regulated projects in Indian environmental law, needing Environmental Clearance, consents and a specific authorisation from the SPCB under the Hazardous and Other Wastes Rules. We manage the full approval chain and the design, monitoring and record systems the authorisation imposes.

Starting price
From ₹1,50,000
Turnaround
120–365 working days

Solid Waste Processing Facility Authorization

Operators of municipal solid waste processing, treatment and disposal facilities — material recovery facilities, composting and bio-methanation plants, RDF and waste-to-energy units and sanitary landfills — need authorisation from the SPCB under the Solid Waste Management Rules, 2016, valid for five years, alongside their consents. We prepare the Form I application, coordinate with the urban local body and set up the annual reporting the Rules demand.

Starting price
From ₹45,000
Turnaround
30–90 working days

Hazardous & Other Waste Import / Export Permission

Importing or exporting hazardous and other wastes — metal scrap, used oil, e-waste, waste tyres, paper waste, spent catalysts — is governed by Chapter IV of the Hazardous and Other Wastes Rules and the Basel Convention. Depending on the Schedule III listing, you may need prior permission from MoEFCC, only SPCB authorisation and customs documentation, or the import may be prohibited outright. We classify the consignment, obtain the permission and align it with your DGFT and customs paperwork.

Starting price
From ₹60,000
Turnaround
45–120 working days

Common questions

Waste Authorizations, explained

How long can hazardous waste be stored on site?

Rule 8 allows storage of up to 90 days, extendable by the SPCB in specific cases such as small generators, seasonal disposal or where a TSDF is far away. The storage area must be impervious, covered, bunded and labelled in Form 8, and quantities must be logged in the Form 3 register.

What is the difference between AVSF and RVSF?

They are the same thing. The 2021 Rules call it a Registered Vehicle Scrapping Facility (RVSF); the market and many state portals say Authorized Vehicle Scrapping Facility (AVSF). Either way it is the only type of facility legally allowed to scrap vehicles and issue a Certificate of Deposit.

Does a single-doctor clinic really need authorisation?

Yes. The 2016 Rules apply to every occupier generating bio-medical waste regardless of size, and the 2018 amendment removed earlier exemptions for small facilities. Non-bedded facilities get a one-time authorisation with a simplified process, which we handle in a few weeks.

We were a registered dismantler under the 2016 Rules. What now?

The 2022 Rules removed the separate dismantler category, so dismantling-only units must either register as recyclers — which requires actual material recovery capability or tie-ups — or operate as collection points for a registered recycler. We help you choose and restructure.

What recovery efficiency must a recycler achieve?

Schedule II Part B requires recyclers to recover a minimum share of the materials in the batteries they process — 70% in FY 2024–25, 80% in 2025–26 and 90% from 2026–27 onward — and the portal issues certificates only for compliant recovery. Your mass balance must demonstrate this credibly.

Is a TSDF Category A or Category B under the EIA Notification?

Under Item 7(d), integrated facilities with incineration and landfill, or incineration alone, are Category A and appraised by MoEFCC; facilities with only a secure landfill are Category B and appraised by the SEIAA. The category affects timelines and the scope of the EIA.
