Pollution Control
Pollution Control Consents
Every industry, hospital, hotel or infrastructure project that emits, discharges or generates waste needs consent from its State Pollution Control Board before it builds and before it operates. We prepare, file and follow up until the consent is in your hands.
7 services
Choose the approval you need
Consent to Establish (CTE)
The Consent to Establish (CTE), also called the NOC to establish, is the first statutory clearance any new or expanding industry needs from its State Pollution Control Board before construction, land development or equipment installation begins. We categorise your unit correctly, build the technical file and handle the OCMMS filing and follow-up through to grant.
- Starting price
- From ₹20,000
- Turnaround
- 30–75 working days
Consent to Operate (CTO)
Consent to Operate is the SPCB's permission to run your plant, discharge treated effluent and emit through approved stacks. It also fixes the production capacity, fuel, water use and monitoring conditions you will be held to. We prepare the application, get your monitoring done by recognised labs and manage the inspection so production starts on schedule.
- Starting price
- From ₹20,000
- Turnaround
- 30–90 working days
Consent Renewal (CTO Renewal)
A Consent to Operate must be renewed before it expires, and most SPCBs expect the application 60 to 120 days in advance with a full compliance record. We track your expiry dates, compile monitoring data and statutory returns, and file the renewal so your plant never operates on a lapsed consent.
- Starting price
- From ₹25,000
- Turnaround
- 20–60 working days
Pollution Control Board NOC
Banks, electricity distribution companies, municipal licensing departments and factory inspectors often ask for a 'Pollution NOC' from the State Pollution Control Board before they will release a loan, sanction a power connection or issue a trade or factory licence. Depending on your activity this is a White-category acknowledgement, a consent-exemption certificate or a specific no-objection letter. We identify which document you actually need and obtain it.
- Starting price
- From ₹30,000
- Turnaround
- 10–45 working days
Fire NOC (Fire Safety Certificate)
The Fire NOC, issued by the State Fire and Emergency Services Department, certifies that your building or factory meets the fire prevention and life safety norms of the National Building Code and the state Fire Act. A provisional NOC is needed at the building-plan stage and a final NOC before occupation or operation. We coordinate the fire-fighting layout, documentation and inspection so your project, factory licence and insurance are not held up.
- Starting price
- From ₹20,000
- Turnaround
- 15–45 working days
Form V Environmental Statement
Every industry that holds a consent or hazardous waste authorisation must submit an Environmental Statement in Form V to the SPCB for each financial year by 30 September. It reports water and raw material consumption per unit of product, pollutants discharged, hazardous and solid waste generated and the resources saved through pollution control. We compile the data, compute the ratios and file so your renewal history stays clean.
- Starting price
- From ₹7,500
- Turnaround
- 5–15 working days
OCEMS Installation & Compliance
Online Continuous Emission and Effluent Monitoring Systems (OCEMS) are mandatory for the 17 highly polluting industrial sectors, common effluent treatment plants, larger STPs and waste incinerators, with real-time data streaming to CPCB and SPCB servers. We specify the right analysers, manage installation and server connectivity, and keep calibration, data availability and consent conditions in order.
- Starting price
- From ₹25,000
- Turnaround
- 20–60 working days
Common questions
Pollution Control, explained
What is the difference between Consent to Establish and Consent to Operate?
CTE is permission to set up — it must be obtained before you start construction or install machinery. CTO is permission to run — it is applied for once the unit is built and pollution control systems are in place. You cannot apply for CTO without a valid CTE, so timing matters.
Can I start trial production before the CTO is granted?
Some SPCBs allow a short trial run after CTE compliance is verified, but commercial production before CTO is a clear violation. Where a trial run is needed to generate monitoring data, we seek written permission from the Board first rather than relying on an assumption.
How far in advance should I apply for renewal?
Most states require the application 60 to 120 days before expiry, and some treat an application filed in time as a deemed consent until the Board decides. Filing late forfeits that protection, so we start the gap audit around six months before your expiry date.
Is a Pollution NOC the same as Consent to Operate?
No. 'Pollution NOC' is a colloquial term. For White-category units the Board issues an acknowledgement or NOC because they are exempt from consent; for every other category the actual legal document is a Consent to Establish or Consent to Operate. We tell you upfront which one applies so you do not apply for the wrong thing.
What is the difference between a provisional and a final Fire NOC?
The provisional NOC approves your fire-safety design at the building-plan stage and is required before construction. The final NOC is issued after the systems are installed, tested and inspected, and is a pre-condition for the occupancy certificate and most operating licences.
What exactly does Form V contain?
Form V has nine parts: unit details, water and raw material consumption per unit product, pollutants discharged to air and water against standards, hazardous waste, solid waste, disposal practices, the impact of pollution control measures on resource conservation and production cost, and additional investments planned. It is a performance report, not just a declaration.
