Authority
Central Pollution Control Board (CPCB) for PIBOs operating in more than two states; State Pollution Control Board / PCC for single or two-state operations — all through the CPCB centralised EPR portal for plastic packaging
Validity
1 year — registration is renewed annually on the CPCB EPR portal; EPR targets are set each financial year

Every Producer, Importer and Brand Owner (PIBO) that puts plastic packaging on the Indian market must register on the CPCB centralised EPR portal, declare packaging by category and meet annual recycling, reuse, recycled-content and end-of-life targets. We register you correctly, structure your packaging data and build a certificate-procurement plan so you meet your targets without overpaying.

Legal basis: Plastic Waste Management Rules, 2016, Schedule II (Guidelines on Extended Producer Responsibility for Plastic Packaging) inserted by the Plastic Waste Management (Amendment) Rules, 2022 and further amended in 2024, under the Environment (Protection) Act, 1986

How we get it done

  1. 1

    Applicability and category mapping

    Day 1–5

We determine whether you are a Producer, Importer or Brand Owner (or more than one), whether the MSME exemption applies, and map every SKU's packaging to Categories I to IV.

  2. 2

    Packaging data build

    Day 6–12

Packaging quantities for the relevant financial years are compiled from purchase, production and sales records and certified by a Chartered Accountant.

  3. 3

    Portal registration and fee payment

    Day 13–15

The application is filed on the CPCB EPR portal with all uploads and the government fee, which is slab-based on annual plastic quantity.

  4. 4

    Query resolution and certificate

    Day 16–40

We respond to CPCB / SPCB clarifications and track the application until the registration certificate with your EPR targets is issued.

  5. 5

    Target plan and credit sourcing

    Day 41–45

We translate your targets into a procurement plan for EPR certificates from registered processors, with a calendar for quarterly and annual returns.

If you don’t comply

PIBOs that fail to register or meet their EPR targets are liable to Environmental Compensation under para 10 of Schedule II of the PWM Rules (levied per tonne of shortfall as per CPCB's compensation guidelines), in addition to action under Section 15 of the Environment (Protection) Act, 1986 which now provides monetary penalties of ₹1 lakh up to ₹15 lakh with daily penalties for continuing default. CPCB has also cancelled registrations and blocked portal access of PIBOs found trading in fraudulent certificates.

Frequently asked questions

Who is a Brand Owner versus a Producer under the PWM Rules?

A Brand Owner sells a commodity under a registered brand label; a Producer manufactures plastic packaging or uses it to pack its own products; an Importer brings in packaged goods or packaging. A single company can be all three — for example a brand that imports some SKUs and contract-manufactures others. The classification decides whose packaging counts towards whose target.

Are MSMEs exempt from plastic EPR?

Micro and small enterprises as per the MSME Ministry's criteria are exempt from the EPR obligations under Schedule II. Medium enterprises are not. Note that the exemption is based on your enterprise classification, not the quantity of plastic, so a small company with heavy packaging still qualifies.

What are the current EPR targets?

For FY 2026–27 the recycling target for rigid packaging (Category I) is 70% of the quantity placed on the market, rising to 80% from FY 2027–28 (it was 50% in 2024–25 and 60% in 2025–26); flexible and multi-layered packaging (Categories II and III) follow a lower trajectory — 50% for FY 2026–27 and 60% from 2027–28. Separate mandatory recycled-content, reuse and end-of-life disposal obligations have applied since FY 2025–26 and step up each year, which is why we build a multi-year plan rather than a one-off filing.

How do we actually meet the target?

Targets are met by purchasing EPR certificates generated on the portal by registered Plastic Waste Processors — recyclers, co-processors, waste-to-energy and road-construction users — for the right category and quantity. Certificate prices vary by category and season, so sourcing early from verified processors is both cheaper and safer.

When are plastic EPR returns due?

The annual return for the previous financial year is due on the portal by 30 June, and the portal also captures quarterly filings. Missing returns blocks your registration status and is itself grounds for compensation, so we run returns as part of a yearly cycle.
