Annual compliance cycle — annual returns due 30 June for the previous financial year, with quarterly filings where the portal requires

Registration is only the start of EPR. Each year you must report what you placed on the market, buy EPR certificates to cover your targets and file quarterly and annual returns on the plastic, e-waste, battery, tyre and used-oil portals. We run that cycle for you — data reconciliation, certificate due diligence and negotiation, return filing and audit-ready records.

Legal basis: Plastic Waste Management Rules, 2016 (Schedule II); E-Waste (Management) Rules, 2022; Battery Waste Management Rules, 2022; Schedules IX and X of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016

Who needs it

  • Registered PIBOs and producers who need their annual and quarterly returns filed accurately
  • Companies registered on more than one EPR portal that need consistent, reconciled data across plastic, e-waste, battery, tyre and oil
  • Producers facing a shortfall who need to buy EPR certificates before the return deadline
  • Companies that received Environmental Compensation notices or portal blocks for missed returns
  • Finance and procurement teams that want certificate purchases budgeted and audited like any other spend

How we get it done

  1. 1

    Target and gap review

    Day 1–4

We pull your portal target sheet, reconcile it with actual placed-on-market data and quantify the certificate gap category by category.

  2. 2

    Recycler due diligence

    Day 5–8

Prospective certificate sellers are vetted — SPCB authorisation, CTO, installed capacity, portal registration and past certificate history — to avoid fraudulent credits.

  3. 3

    Certificate procurement

    Day 9–14

We negotiate and complete certificate transfers on the portal with invoice trail and acceptance within your return window.

  4. 4

    Return preparation and filing

    Day 15–18

Quarterly or annual returns are drafted, reviewed with your signatory and filed on each portal before the deadline.

  5. 5

    Audit file and next-year plan

    Day 19–20

We hand over an audit-ready compliance file and a procurement forecast for the coming year's targets.

If you don’t comply

Unfulfilled targets attract Environmental Compensation under each framework's compensation guidelines, computed on the shortfall in tonnes, and failure to file returns is itself a violation under Section 15 of the Environment (Protection) Act, 1986. CPCB has cancelled large volumes of certificates found to be fraudulently generated and has held purchasing PIBOs liable for the resulting shortfall, so buying from unverified sellers does not discharge the obligation.

Frequently asked questions

What is an EPR certificate or credit?

It is a portal-generated unit representing a quantity of waste recycled or otherwise processed by a registered recycler or processor, which a producer buys and surrenders against its target. Certificates are category- and material-specific, so a flexible plastic certificate cannot cover a rigid plastic target.

How much do EPR certificates cost?

Prices are set between buyer and seller and move with supply and demand by category and season — flexible and multi-layered plastic and lithium battery certificates have been tighter than rigid plastic. CPCB has moved to prescribe floor and ceiling pricing in some streams; we track the market so you buy at the right time.

What happens if we miss the 30 June return deadline?

The portal flags your registration as non-compliant, blocking fresh transactions, and CPCB may issue a compensation notice. Late filing is possible and we recommend it immediately, with a covering explanation, rather than waiting for the notice.

Can surplus certificates be carried forward?

The frameworks allow limited carry-forward or offset of surplus certificates into subsequent years, subject to portal rules and validity periods that differ by stream. We structure purchases so you neither strand certificates nor fall short.
