Every industry that holds a consent or hazardous waste authorisation must submit an Environmental Statement in Form V to the SPCB for each financial year by 30 September. It reports water and raw material consumption per unit of product, pollutants discharged, hazardous and solid waste generated and the resources saved through pollution control. We compile the data, compute the ratios and file so your renewal history stays clean.
Legal basis: Rule 14 of the Environment (Protection) Rules, 1986 read with Form V, under the Environment (Protection) Act, 1986
Who needs it
- Every unit holding a Consent to Operate under the Water Act or Air Act
- Every occupier with a Hazardous Waste Authorisation under the HOWM Rules, 2016
- Units renewing consent — SPCBs check Form V filing history before granting renewal
- Multi-unit companies that must file a separate Form V for each consented location
- Facilities such as CETPs, TSDFs and bio-medical waste treatment plants holding consents

How we get it done
- 1
Data request and collection
Day 1–5We send a structured data sheet to your production, utilities and EHS teams covering every Form V head and reconcile it against your consent conditions.
- 2
Computation and variance check
Day 6–9Consumption per unit product, pollutant loads and waste quantities are computed and compared with the previous year and consented limits so anomalies are explained, not discovered by the Board.
- 3
Drafting and sign-off
Day 10–12The Form V is drafted in the prescribed Part A to Part I format and reviewed with your authorised signatory.
- 4
Filing and acknowledgement
Day 13–15The statement is submitted on the state online portal (or physically where required) before 30 September and the acknowledgement is archived with your consent file.
If you don’t comply
Failure to submit Form V is a contravention of Rule 14 of the Environment (Protection) Rules, punishable under Section 15 of the Environment (Protection) Act, 1986 — historically up to 5 years' imprisonment and ₹1 lakh fine with ₹5,000 per day for continuing default, and after the Jan Vishwas (Amendment of Provisions) Act, 2023 attracting monetary penalties of ₹1 lakh up to ₹15 lakh with additional daily penalties. Non-filing is also a routine ground for SPCBs to withhold consent renewal.

Frequently asked questions
What exactly does Form V contain?
Form V has nine parts: unit details, water and raw material consumption per unit product, pollutants discharged to air and water against standards, hazardous waste, solid waste, disposal practices, the impact of pollution control measures on resource conservation and production cost, and additional investments planned. It is a performance report, not just a declaration.
Our unit was not operating for part of the year. Do we still file?
Yes. A valid consent or authorisation triggers the obligation regardless of production. A nil or partial-year statement is filed with an explanation, and it protects you from the presumption of non-compliance at renewal.
Is Form V the same as the hazardous waste annual return?
No. The hazardous waste annual return is Form 4 under the HOWM Rules, 2016 and is due by 30 June. Form V is under the Environment (Protection) Rules and is due by 30 September. Both are needed, and the hazardous waste figures in the two should reconcile — we make sure they do.
Can Form V be filed late?
Boards generally accept late submissions, but the delay is recorded against your unit and may be cited at renewal or during inspections. If you have missed earlier years, we recommend filing them together with a covering letter to regularise the record.
