Plastic recyclers, cement kilns co-processing plastic, waste-to-energy and waste-to-oil plants, road contractors and industrial composters can register as Plastic Waste Processors (PWPs) on the CPCB EPR portal and generate EPR certificates that brands must buy. We secure your SPCB registration under Rule 13, verify your capacity and get you onboarded so your processed tonnage becomes revenue.
Legal basis: Rule 13 and Schedule II (para 4 — registration of Plastic Waste Processors) of the Plastic Waste Management Rules, 2016 as amended in 2022 and 2024
Who needs it
- Mechanical plastic recyclers producing granules, flakes or recycled products
- Cement plants and other industrial units co-processing plastic waste as alternative fuel
- Waste-to-energy, waste-to-oil (pyrolysis) and gasification plants taking plastic feedstock
- Road construction agencies and contractors using plastic waste in bitumen roads
- Industrial composting facilities processing compostable plastics
- Material Recovery Facilities and aggregators planning to add processing capacity

How we get it done
- 1
Eligibility and consent check
Day 1–5We check that your CTO lists plastic waste as input at the required capacity and that your process qualifies under Schedule II, and identify any consent amendment needed.
- 2
Rule 13 registration
Day 6–15The registration application is filed with the SPCB with the required technical and legal documents.
- 3
Portal application
Day 16–18The PWP application is filed on the CPCB EPR portal with capacity data and uploads for SPCB verification.
- 4
Capacity verification
Day 19–45We prepare your site for the SPCB verification visit, which checks installed capacity, records and pollution controls, and respond to observations.
- 5
Onboarding and certificate generation
Day 46–60On approval we set up your invoicing, record-keeping and return filing so certificates are generated cleanly and survive CPCB audits.
If you don’t comply
Processing plastic waste without Rule 13 registration or valid consent is a violation of the PWM Rules punishable under Section 15 of the Environment (Protection) Act, 1986, and SPCBs can seal unregistered units. Generating certificates without backing invoices or beyond verified capacity leads to cancellation of portal registration, forfeiture of certificates and Environmental Compensation — CPCB has delisted hundreds of processors on this ground.

Frequently asked questions
How are EPR certificates generated by a processor?
You record plastic waste received and processed on the portal, upload GST invoices for the sale of recycled output or evidence of co-processing or end-of-life use, and the portal issues certificates for the quantity. CPCB caps generation at your verified capacity and audits invoice trails.
Can an aggregator or MRF register as a PWP?
Only entities that actually process plastic — recycle, co-process, convert to energy or oil, use in roads or compost — can register and generate certificates. Aggregators supply feedstock to PWPs and may register as waste collectors with the local body or SPCB but do not earn certificates.
What capacity will CPCB allow us to certify?
Certificate generation is limited to the capacity verified by the SPCB, which is typically the lower of your rated plant capacity, consented capacity and demonstrated utilisation. Keeping production logs and electricity records current is the best way to defend your capacity.
Do we need to file returns as a processor?
Yes — PWPs file periodic returns on the portal declaring waste received, processed and certificates generated, in addition to the Form V and SPCB returns tied to your consent. We can run these as a bundle.
